Grabbed this from the old forums, I put in a lot of work compiling it back then, hopefully now we can get some answers to these. If you spot anything we already have an answer for, or have a question that you think should be included, shout it out! Id like to keep these where someone who can help will find them easily.
Do the attacks of Glaaki and Shudde Melle occur once or once per player per turn of the Final battle?
Do "Start of Battle" GOO effects come into play when encountering them via CotDP OW cards?
If traveling to an OW via a location encounter that explicitly tells the player to return to Arkham the next round, what should occur if the OW encounter delays the player?
If an OW card tells the player a gate is closing, especially one that states "you close the gate", can clue tokens be spent to seal said gate?
How exactly does the rumour "Cursed Relics" work? Can any exhibit item be exhausted, and does it ready in the following Upkeep phase?
Do you get a gate trophy when you use De Vermis Mysteriis?
Does "Feds raid Arkham" remove the spawns and dunwich horror from play or just those which can go to the cup?
What happens to Bank Loans if Shudde M'ell destroys the Bank?
Do you immediately gain any clues at locations you move to in Upkeep (from being Lost in Time and Space) or Arkham Encounters (through being redirected by an encounter)?
How does "Strong Mind" work with encounters where you roll dice equal to your current sanity and lose 1 sanity for each die that isn't a success? Is it
a) each die is considered to be a source of sanity damage (you lose nothing),
b) all dice together form a source of sanity damage (you ignore 1 sanity loss from all dice), or
c) the ability is ignored in this case.
Can you simultaneously be a Deputy and a Sheldon Gang Member at the same time. Can you be arrested at all as the Deputy, and do you stop being a deputy if you are arrested?
Can the Psychic use her ability to force a new draw for the mythos card drawn during setup?
Do the ghosts from the museum haunted headline give 1 exhibit item each?
Can a player become the Deputy if another player is already the Deputy? If so, do they acquire the Patrol Wagon and/or Deputy's Revolver if they are still in the other player's possession?
How do "Cast to Pass an X check" spells work. If I can cast a spell to pass a horror check, am I considered to have failed that check if I fail to cast the spell? Or do I take my normal Horror check using will? Can you cast the spell AFTER failing the Horror/Evade check to get a chance to pass it?
Same goes for something like an evasion check with the mists spell, etc...
Can you trade exhausted items?
Can you voluntarily fail a check, or ignore successes (e.g. when you roll dice during an encounter and consult a table)?
Do you make a horror check after failing a sneak check against a Nightgaunt or a Dimensional Shambler?
Does a Nightgaunt also move when dropping you into a gate, or does it stay where it is?
Can I use the Glass from Leng to access the ability of a closed location?
Does the Hound of Tindalos move when there are no valid targets (i.e. all investigators are in Otherworlds or the streets) and if so how?
Blights & Encounters: This rule states that you lose 1 san / stam instead of resolving an encounter with a person on a blight card. Sometimes I wasn't sure if these persons are part of the encounter or not:
(a) The card where you get Velma's Gratidude: I guess Velma's speaking, but that's not explicitely said.
(b) Not a question, but I want to point out that on one card Oliver Thomas is simply called "The Shoppekeeper".
(c) Sheriff Engle is on a blight card: There is an encounter where you eventually have to wait until Sheriff Engle comes.
If you cancel Cthulhu's attack for the turn, does he still heal? His healing text states: "AFTER [emphasis mine] Cthulhu attacks ... "
Can actions be performed during the Mythos?
A) does this include Items, Allies, and Investigator abilities, if not which elements
are excluded?
B) When can these actions be performed? (i.e. at any point during the Mythos phase,
or only in between phases/steps of the Mythos)
1) If someone discards multiple cards (for example when shopping at the Curiosity Shop), can they control the order in which they are discarded? (This could affect Pete's ability to look at the bottom card).
2) Some encounters specify you only get a reward if you don't go insane or unconscious, but a few do not. If an encounter says something along the lines of "lose one sanity but gain one clue token" then do you get the clue token if you are driven insane? If so, does it happen before or after you lose half of them? (This could be generalized to several situations, including stamina loss, gaining items, etc.)
Does the R'lyeh Otherworld encounter you get to keep from KiY count as an item and can it be lost by any means other than giving it up?
Does the monster limit in Arkham also apply to Headlines? Of particular interest are those in the Dark Pharoah expansion that release Maniacs and Ghosts into the streets -- since one cannot fight them if they go the Outskirts. Related to one of those same Headlines -- if one cannot get 3 Maniacs into the Downtown streets because one is already elsewhere, is the Exhibit unattainable?
Where does an investigator go if kicked out or barred from a location in the Merchant District during the
Fourth of July Parade?
If an investigator fights a GOO in an Other World encounter, does that investigator get all Upkeep actions? In particular, Retainer, Bank Loan, Bless/Curse, etc.
If the Terrible Experiment fails during the environment that disallows Fire Vampires, would that send Fire Vampires in the experiment to the cup?
Re: Pentagram of Blood (which blocks monsters of a certain toughness from entering a street). Suppose you put this ward on the Miskatonic streets just before the Terrible Experiment failed. Would that put monsters in the cup?
Does Ma Mathesons Blight discard Allies with Investigators and in the deck from play? That would be a disaster with Glaaki...In other words please define "allies in play"
KINGSPORT QUESTIONS
with Dunwich: What happens when an open Rift in Dunwich enters a Vortex? Currently, I am adding a monster to the vortex (so it goes back to cup, Terror increases by 1, a DH token is added) and a Doom token is added if the colour of the Rift symbol matches the arrow. The Rift I leave where it is. Is this the way to do it?

The status of the Deputy Pistol and Patrol Wagon was dealt with already. They are tradeable items.
One I remember from the recent past was:
How do "Cast to Pass an X check" spells work. If I can cast a spell to pass a horror check, am I considered to have failed that check if I fail to cast the spell? Or do I take my normal Horror check using will?
Same goes for something like an evasion check with the mists spell, etc...

There is also the counterpart to that last question:
Can you cast the spell AFTER failing the Horror/Evade check
to get a chance to pass it?
Does the monster limit in Arkham also apply to Headlines?
Of particular interest are those in the Dark Pharoah expansion
that release Maniacs and Ghosts into the streets --
since one cannot fight them if they go the Outskirts.
Related to one of those same Headlines -- if one cannot
get 3 Maniacs into the Downtown streets because one
is already elsewhere, is the Exhibit unattainable?
Where does an investigator go if kicked out or barred
from a location in the Merchant District during the
Fourth of July Parade?
If one investigator uses the Ruby of R'lyeh to get
the movement points to reach another, and passes
the item off, does the recipient also get bonus Movement?
A similar question may apply to the Map of Arkham
or the Motorcycle, if they don't say exhaust (I don't recall)
If an investigator fights a GOO in an Other World
encounter, does that investigator get all Upkeep actions?
In particular, Retainer, Bank Loan, Bless/Curse, etc.
If the Terrible Experiment fails during the environment
that disallows Fire Vampires, would that send Fire Vampires
in the experiment to the cup?

Here's another convoluted question:
There is a card (I forget whether it's a Unique or a Spell)
in which you sacrifice some Stamina when placing a ward
on a street location, preventing monsters with lower toughness
from moving there.
Suppose you put this ward on the Miskatonic streets
just before the Terrible Experiment failed. Would that
put monsters in the cup?

Actually, I would think so. Or maybe, much like dropping a monster on a Closed Location, they would be veered off to an adjacent Street?

The Monster in a Closed location sounds interesting.
I cannot think of a case where a monster 'appears' there --
a gate can appear on a closed location, and a monster
could sit there on top of the gate in case any investigators
come in or out.
But I guess as soon as an investigator closes the
gate in a closed location, everyone there gets booted
into the street?

MillMaster wrote:Gates & closed markers (09/08/05)
Actually, gate trumps closed marker. Put the gate over the top of the closed marker (because remember, the gate replaces the location). If the gate is closed, then the effects of the closed location come back into play (i.e. monsters and investigators there are tossed into the street).

I can tell you the way we playout some of the selected scenarios
Each ghost gives you 1 exhibit item.
I beleive if the the spell states instead of making "horror/evade" check then if you fail the spell check then you fail said check, otherwise you would be able to roll for the check naturaly if you fail the spell check.
If bank is destroyed anything dealing with the bank is destroyed. So if your playing Shudde M'ell getting a bank loan is less risky.
Hound of Tindalos moves nowhere if all investigators are in OW and he doesnt have a dollar or a train pass so he is stuck in arkham or dunwich.
You cannont voluntarily fail checks
You can trade exhausted items, they are of course still exhausted when recieved.
You are delayed where ever you return from in OW encounters, you still get the items or sanity loss from instantaneous OW encounters so why would this not apply to being delayed.
You can seal a gate if you are in that location ( my thoughts anyway) but if an encounter says you close a gate in a different location than where you are then you cannot seal it.
That's how we play, we have not come across all of your scenarios but they do intrigue me.

Ive added the new queries to the list except for this one which i thought we had an answer for already:

the movement points to reach another, and passes
the item off, does the recipient also get bonus Movement?
A similar question may apply to the Map of Arkham
or the Motorcycle, if they don't say exhaust (I don't recall)
These items confer movement points in the beginning of the movement phase to all players at once, and so you cannot trade the movement points in mid move. At least thats what I thought we had been told.

A Police Station Encounter reads, "If you succeed at a Luck (-1) check, then Deputy Dingby leaves you holding his gun. You may search through the deck for a .45 revolver card and take it." .45 Auto? .38 Revolver?quote]
These two have already been addressed. Sorry I can't give you the exact links, but the Hound of Tindalos CAN go from Arkham to Dunwich or vice versa. In the Mythos the Hounds can travel hundreds of millions of years and come out of any angle, so it is no problem for them to travel between towns.
Kevin said it was supposed to be a .38 revolver because "no one trusts Dingby with a .45 automatic".

OK, here are some responses. I know a lot of these are correct, and I'm guessing a lot more are. Please, anyone correct me if you see something wrong.
deejay wrote:Do the attacks of Glaaki and Shudde Melle occur once or once per player per turn of the Final battle?
Once per turn. The number of players is irrelevant. This conclusion is evident where it does not say "each player" discards a token; in the base game all the AOs required each player perform the action, even though it was the same.
deejay wrote:Do "Start of Battle" GOO effects come into play when encountering them via CotDP OW cards?
They do. Sucks to fight Ithaqua, or Shub-Niggurath without any trophies. Additionally, the maximum sanity and stamina loss caused by battle with Cthulhu is permanent! I know!
deejay wrote:If traveling to an OW via a location encounter that explicitly tells the player to return to Arkham the next round, what should occur if the OW encounter delays the player?
Do you mean comes back after having the encounter? Then the player definitely comes back, but I think s/he's delayed as well. Not sure there.
deejay wrote:How exactly does the rumour "Cursed Relics" work? Can any exhibit item be exhausted, and does it ready in the following Upkeep phase?
Cursed relics has a misprint. Every round, any one player may discard a Unique item or exhaust an Exhibit item to have the doom token be discarded instead of placed on the track (the actual wording suggests that the doom token instead returns to the rumor card, making the "pass" option impossible). This essentially prevents two terror level increases. The Exhibit item is refreshed during upkeep as normal. You just have to have an unexhausted Exhibit item handy if you want to exhaust it for this rumor.
deejay wrote:Does "Feds raid Arkham" remove the spawns and dunwich horror from play or just those which can go to the cup?
Since "Feds Raid Arkham" was made before Spawns were invented, it may be in the spirit of the card to return the Spawns as though the card removed them (not to the cup, mind you, but wherever they're supposed to go). I the case of the Dunwich Horror though, I play that the feds do remove it, but the three DH track tokens can only be removed by defeating the DH in combat, so the Horror moves right back to Sentinel Hill.
deejay wrote:What happens to Bank Loans if Shudde M'ell destroys the Bank?
Never thought of this. Unless you want a thematic house-rule, you treat them completely as normal. You just can't take anymore out from the bank. Who knows, maybe a higher credit institution is responsible for your payments.
deejay wrote:Do you immediately gain any clues at locations you move to in Upkeep (from being Lost in Time and Space) or Arkham Encounters (through being redirected by an encounter)?
I would think so. According to Kevin, you immediately gain any clue tokens placed on your location during the Mythos phase, which I thought curious. So maybe getting board-clues outside of the Movement phase isn't completely implausible. As for if you get them when a location encounter moves you to another location with clues, that answer is being debated right now.
deejay wrote:How does "Strong Mind" work with encounters where you roll dice equal to your current sanity and lose 1 sanity for each die that isn't a success? Is it
a) each die is considered to be a source of sanity damage (you lose nothing),
b) all dice together form a source of sanity damage (you ignore 1 sanity loss from all dice), or
c) the ability is ignored in this case.
Good question. B is the way to go. Though it reads like a bunch of 1-sanity losses, it is in fact a large body of sanity loss. Walters's and McGlen's abilities make it impossible for them to be devoured when dealing with The Man In Black and Blood Magic environments, but they can still get as low as 1.
deejay wrote:Can you simultaneously be a Deputy and a Sheldon Gang Member at the same time. Can you be arrested at all as the Deputy, and do you stop being a deputy if you are arrested?
Technically, you can be both, you can be arrested, and you continue to be Deputy. However you aren't subject to the Curfew Enforced environment card.
deejay wrote:Can the Psychic use her ability to force a new draw for the mythos card drawn during setup?
I don't see why not.
deejay wrote:Do the ghosts from the museum haunted headline give 1 exhibit item each?
Yes. The Maniacs, however, have to all be killed, which is often impossible because often some of them go to the Outskirts.
deejay wrote:Can a player become the Deputy if another player is already the Deputy? If so, do they acquire the Patrol Wagon and/or Deputy's Revolver if they are still in the other player's possession?
Being declared Deputy can only happen once per game, because there is only one "Deputy of Arkham" card, which instructs the player to take the other two Deputy cards. The pistol and wagon may be traded as items though.
deejay wrote:How do "Cast to Pass an X check" spells work.
You try the spell first. If you fail, you still get a chance to pass the check normally. I don't believe you can attempt the spell [/i]after[/i] doing the normal check, because once you fail the normal check you fail it.
deejay wrote:Can you trade exhausted items?
Yes. You just can't exhaust them again until next round.
deejay wrote:Do you make a horror check after failing a sneak check against a Nightgaunt or a Dimensional Shambler?
No. When you fail an evasion check against any monster, it "attacks" you as though you had lost a combat check. In the case of these monsters, their special abilities are applies without you having to do a Horror check.
deejay wrote:Does a Nightgaunt also move when dropping you into a gate, or does it stay where it is?
I'm pretty sure it stays where it is.
deejay wrote:Does the Hound of Tindalos move when there are no valid targets (i.e. all investigators are in Otherworlds or the streets) and if so how?
It would not move in this case. Nor would the Hunting Horror.
deejay wrote:Blights & Encounters: This rule states that you lose 1 san / stam instead of resolving an encounter with a person on a blight card. Sometimes I wasn't sure if these persons are part of the encounter or not:

(c) Sheriff Engle is on a blight card: There is an encounter where you eventually have to wait until Sheriff Engle comes.
I think the general rule is if that person's name is mentioned in an Arkham Encounter at all, you have to lose the point. Thematically, the encounter printed is not happening; it's been completely replaced by your encounter with the frothing-mouthed person in question.
deejay wrote:If you cancel Cthulhu's attack for the turn, does he still heal? His healing text states: "AFTER [emphasis mine] Cthulhu attacks ... "
Don't remember. I think it does get canceled though. I do know that if you cancel an attack on an AO with an increasing-difficulty attack check, the check still gets more difficult, even though you don't have to do the check that round. So the check will essentially be getting -2 by the time you have to do the check again.
deejay wrote:1) If someone discards multiple cards (for example when shopping at the Curiosity Shop), can they control the order in which they are discarded? (This could affect Pete's ability to look at the bottom card).
Yes they can! This is what makes it great to be Pete.
deejay wrote:Does the R'lyeh Otherworld encounter you get to keep from KiY count as an item and can it be lost by any means other than giving it up?
Not familiar with this encounter, but unless it says to treat it like an item, treat it like a perma-trophy.
deejay wrote:Does the monster limit in Arkham also apply to Headlines? Though it is strange, the monster limit still applies. It is sometimes tough to get that Exhibit item from the Maniacs.
deejay wrote:Where does an investigator go if kicked out or barred from a location in the Merchant District during the
Fourth of July Parade?
I'd say into the Merchant District streets. The "can't enter" clause probably refers to voluntarily entering (or leaving) the streets, not being required to.
deejay wrote:If an investigator fights a GOO in an Other World encounter, does that investigator get all Upkeep actions? In particular, Retainer, Bank Loan, Bless/Curse, etc.
Yup. It's as if time is flowing differently for that investigator.
deejay wrote:If the Terrible Experiment fails during the environment that disallows Fire Vampires, would that send Fire Vampires in the experiment to the cup?
Yes.
deejay wrote:Pentagram of Blood (which blocks monsters of a certain toughness from entering a street). Suppose you put this ward on the Miskatonic streets just before the Terrible Experiment failed. Would that put monsters in the cup?
Good question! But I'd say that as with the 4th of July parade, the monsters didn't voluntarily "move into" that location and therefore should be allowed to stay.
deejay wrote:Does Ma Mathesons Blight discard Allies with Investigators and in the deck from play? That would be a disaster with Glaaki...In other words please define "allies in play"
This refers to the 11 allies chosen for the game. Yes, you need to be careful against Glaaki. But also note that if you're against Yibb Tstll and you get the blight that increases gate seal costs, sealing costs one more clue than investigators can hold, making winning by seals virtually impossible (it is impractical to try and hope for the Nodens Favor environment or enough Research Materials to do the job).

Thanks for the input, I largely agree with your answers. I should point out only a couple of these questions are mine, I compiled this list from many threads left with unclear resolutions from the old forums, so I cant authoratatively comment on what is meant in many cases (nor claim to have come up with anything like a good question ). So some may disagree with us, but I resisted the urge to ignore questions I felt I knew answers to, I just picked the questions that were not resolved by the discussion and had differing opinions.
Its obviously not complete and some questions may have been officially answered that I missed, at which point the list can be edited, the point of the thread is not only to promote intelligent discussion around these questions but also to clarify what we cant and can agree on, so the designers have it all in one place, as do we.

Updated list of questions:
Do the attacks of Glaaki and Shudde Melle occur once or once per player per turn of the Final battle?
If traveling to an OW via a location encounter that explicitly tells the player to return to Arkham the next round, what should occur if the OW encounter delays the player?
If an OW card tells the player a gate is closing, especially one that states "you close the gate", can clue tokens be spent to seal said gate?
Do you get a gate trophy when you use De Vermis Mysteriis?
Can you voluntarily fail a check, or ignore successes (e.g. when you roll dice during an encounter and consult a table)?
If you cancel Cthulhu's entire attack for the turn, does he still heal? His healing text states: "AFTER [emphasis mine] Cthulhu attacks ... " Does this mean Cthulhu must have attacked in order to heal?
Can actions be performed during the Mythos?
A) does this include Items, Allies, and Investigator abilities, if not which elements
are excluded?
B) When can these actions be performed? (i.e. at any point during the Mythos phase,
or only in between phases/steps of the Mythos)
Does the R'lyeh Otherworld encounter you get to keep from KiY count as an item and can it be lost by any means other than giving it up?

Upthread someone (don't remember who) said or implied that the deputy can be arrested. This is incorrect and has been clarified in both the DH and KH rulebooks.

I don't see why not.

Yes.

These are my thoughts on the questions. Some have official answers and are noted as such.
deejay wrote:Updated list of questions:
Do the attacks of Glaaki and Shudde Melle occur once or once per player per turn of the Final battle?
I am not sure why some of these questions remain open. An AO only attacks once per turn, not once per player. Why would you think otherwise? There is no indication on either of these that it should be once per player. Almost all GOO attacks contain some type of clock mechanism. For Glaaki, you get a maximum of 10 turns and most likely less. For Shudde M'ell you get a mximum of 7 and most likely less. This is on par for other "clocks" within the game. I think Cthulhu is around 7 as well and most that increase the skill check make it nearly impossible for investigators to pass around the 4th, 5th or 6th round. Source: Rulebook
If traveling to an OW via a location encounter that explicitly tells the player to return to Arkham the next round, what should occur if the OW encounter delays the player?
This has been answered in the FAQ:
Q: If an investigator is delayed in an Other World and has an
encounter that returns him to Arkham, is he still delayed when he
returns?
A: Yes. Returning to Arkham doesn’t affect whether he’s
delayed.
Source: FAQ
If an OW card tells the player a gate is closing, especially one that states "you close the gate", can clue tokens be spent to seal said gate?
A gate can be sealed if the gate closes. If you have the tokens, seal it. (Unless otherwise noted of course)
Do you get a gate trophy when you use De Vermis Mysteriis?
When you close a gate, a trophy is taken. (Unless otherwise noted of course)
What happens to Bank Loans if Shudde M'ell destroys the Bank?
As already stated, anything associated with that location is destroyed as well.
Do you immediately gain any clues at locations you move to in Upkeep (from being Lost in Time and Space) or Arkham Encounters (through being redirected by an encounter)?
Strict interpretation says no. You can only pick up clues at the end of Phase 2 and in Phase 5 if the Mythos cards dumps one on you.
B - All loss is coming from one source - the card giving you instructions. All dice are rolled as one.
Can you simultaneously be a Deputy and a Sheldon Gang Member at the same time. Can you be arrested at all as the Deputy, and do you stop being a deputy if you are arrested?
You obviously aren't from Chicago. Of course you can be a bad guy and a cop at the same time!
Can the Psychic use her ability to force a new draw for the mythos card drawn during setup?
No. The first Mythos card is not part of the game. First turn doesn't occur until after the first upkeep.
Do the ghosts from the museum haunted headline give 1 exhibit item each?
The card states investigatorS. Since all battles are single, there would never be a case when more than 1 investigatorS can fight the ghost. Since this can not happen, then the interpretation that there is only one reward to be had no matter how many ghosts are defeated does not exist either. Therefore, it is the same as "any investigato that defeats a ghost gains 1 exhibit item." So yes, each ghost can produce one Exhibit item if it is defeated during the headline period.
Can you voluntarily fail a check, or ignore successes (e.g. when you roll dice during an encounter and consult a table)?
No, you must perform the check. Once all dice are rolled all results count. So no to both of these. Note though that the use of weapons or spells is not mandatory. So if you would choose not to use one, then this would be a form of legally contirbuting to a failed check.
Does a Nightgaunt also move when dropping you into a gate, or does it stay where it is?
I thought this was answered in an FAQ but it isn't there. Put quite simply, follow the instruction. YOU are drawn. The monster doesn't carry you or draw you. It is just you. So it stays put.
Can I use the Glass from Leng to access the ability of a closed location?
Good question - discussed in detail in antoher thread.
Does the Hound of Tindalos move when there are no valid targets (i.e. all investigators are in Otherworlds or the streets) and if so how?
No. If the conditions can't be met, it doesn't move.
I had the same question, but honestly, the list of cards that would need to be clarified is a long list indeed. I think it is best ot get a rule of thumb ruling on this one. If it sounds like you dealt with that person, then play it as a Blight. If the name is mentioned but no one arrives, then you didn't have the encounter as normal.
(To add another one, one of the CotDP encounters calls Miriam Beecher "Harriet" Beecher as well!)
If you cancel Cthulhu's entire attack for the turn, does he still heal? His healing text states: "AFTER [emphasis mine] Cthulhu attacks ... " Does this mean Cthulhu must have attacked in order to heal?
He would still heal. Just because the actual attack is canceled doe snot mean that the other "turn" didn;t occur. An FAQ answer has already stated that when you cancel an attack that requires an increasingly difficult skill check, that check in sequence is still there. So if you must roll -1, and then -2 gets cancelled, the next round is -3 not -2. It should be the same here.
Can actions be performed during the Mythos?
A) does this include Items, Allies, and Investigator abilities, if not which elements
are excluded?
B) When can these actions be performed? (i.e. at any point during the Mythos phase,
or only in between phases/steps of the Mythos)
No. What action would you ike to perform?
Does the R'lyeh Otherworld encounter you get to keep from KiY count as an item and can it be lost by any means other than giving it up?
No and nothing discards it.
Where does an investigator go if kicked out or barred from a location in the Merchant District during the
Fourth of July Parade?
The street. the only thing that is going to kick you out is an Arkham Encounter in Phase 3. The Headline, for all practical purposes, is cancelling the Phase 2 movement. Since Phase 3 comes after Phase 2, it is best just to move the investigator whent he encounter is resolved. Otherwise, wait until the Mythos Phase when the headline expires - though you may be less likely to remember. I do not think the Headline cancels the barring or closing of any location.
If an investigator fights a GOO in an Other World encounter, does that investigator get all Upkeep actions? In particular, Retainer, Bank Loan, Bless/Curse, etc.
No. All the combat is taking place during Phase 4 Other World encounter. You should ge an upkeep because that is granted to you when battling a GOO. But no other phases should be taken until Phase 4 is completely finished.
If the Terrible Experiment fails during the environment that disallows Fire Vampires, would that send Fire Vampires in the experiment to the cup?
Rumor monsters are "not on the board" and therefore do not count against the limits, get removed when gates close, and are not affected by any other in-game situation. the Fire Vampires would stay ont eh Experiment.
Source: FAQ
Re: Pentagram of Blood (which blocks monsters of a certain toughness from entering a street). Suppose you put this ward on the Miskatonic streets just before the Terrible Experiment failed. Would that put monsters in the cup?
See above and see the FAQ:
Q: Do cards like the “Campus Security Increased” mythos card
and the Flute of the Outer Gods Unique Item affect monsters
spawned by “The Terrible Experiment” mythos card?
A: No. Those monsters “are not considered to be on the board.”
Source: FAQ
Does Ma Mathesons Blight discard Allies with Investigators and in the deck from play? That would be a disaster with Glaaki...In other words please define "allies in play"
"In play" typically means Allies actually on the board. You are not instructed to do anything with the Ally deck - except now you can't access it from Ma's Boarding House. But Allies can still be gained through other encounters. This could be a bad combo under the right circumstances.
KINGSPORT QUESTIONS
Are Epic Battle and Sinister Plot cards used when facing an AO in an Otherworld encounter?
I would say no. The set-up instructs indicated you prepare the deck for the GOO you are to face in the final battle. The cards also imply they are used solely for that last final epic battle. I don't see where it fits thematically or within the rules to use the Epic cards during the OW battles.

ok as I have said before most of these queries arent mine, I collated them from the old boards. I dont remove questions until they are officially answered, even if I think I know the answer, reason being because when I have done so, its an invite for someone to pipe up and disagree with my answer, and claim there is no official word on it. So, even though I never once imagined the Glaaki/Melle query needed clarification, its still there, because some people are asking for it. I also cant speak for the intent in some questions. All I know is I spent days combing the threads looking for fights and these are the ones I found unresolved.
That said, I have some comments.

I agree, but this question was especially disagreeable and no consensus was reached.

lol. best answer Ive heard, I agree, even though Im not from the windy city.
Can the Psychic use her ability to force a new draw for the mythos card drawn during setup?

I agree, its not a turn, as you can see above your post though, some think otherwise.

Blights & Encounters: ...I think it is best ot get a rule of thumb ruling on this one. If it sounds like you dealt with that person, then play it as a Blight. If the name is mentioned but no one arrives, then you didn't have the encounter as normal.
yes I agree this sounds like we need a more clear rule of thumb on this matter.

Thats not what the questioner wanted to know - its a query about how much of upkeep you go through, about whether you roll for loans or retainers. I cant see why not personally, but this way you could end up with heaps of money (or repossessed from debt). So, I say, sucks to meet GOO.
Rumor monsters are "not on the board" and therefore do not count against the limits, get removed when gates close, and are not affected by any other in-game situation. the Fire Vampires would stay ont eh Experiment.
Again, you misread the question, when the TE fails, all the monsters there are now considered on the board, but if its raining cats and dogs at the same time, the questioner wonders what happens to any fire vampires. IMO they get washed out to the cup.

But this question is like asking if you can play with 8 players! Yes you can play with 8, it says so in the rules! Does the GOO attack once per round or once per investigator. It's once per round, it says so in the rules! There's a difference between speculation on an unclear situation that can have a couple interpretations (and granted, most of your open question list is just that). And then there is asking something that is a core rule. Just because you (and I don't mean you deejay) don't understand a coere concept doesn't mean it has to be officially answered! the asnwer is already ther!
A gate can be sealed if the gate closes. If you have the tokens, seal it. (Unless otherwise noted of course)
I agree, but this question was especially disagreeable and no consensus was reached.
Agreed, this is one that could be interpreted different ways. But to me, the rule of thumb is follow the directions. Directions say you can do this when you close a gate. It makes no distinction between a roll of dice to close or an encounter. The effect is the same so your choices after the effect remain the same.
But again, the designer could change his mind and refine his own logic thast was established.
Can the Psychic use her ability to force a new draw for the mythos card drawn during setup?
No. The first Mythos card is not part of the game. First turn doesn't occur until after the first upkeep.
I agree, its not a turn, as you can see above your post though, some think otherwise.
Again, hard to argue with the rules on page 5:
"After the mythos card has been completely resolved, the
first turn begins, starting with the first player."
I don't see how you can use an ability when the turn hasn't even started. The first Mythos card is part of set-up. Crystal clear. Can I play with 7 players? Yes! it is in the rule book!
Can I use the Glass from Leng to access the ability of a closed location?
Good question - discussed in detail in antoher thread.
Now this one was my query so Id like to know what has been discussed and where can you tell me?
No resolution. Just lots of discussion. Better to post the link than to copy the discussion. But I might be wrong. I am not sure what the Glass of Leng is. Our discussion was on the Summoning Glass.

You should only get an Upkeep to adjust your Skills and to refresh exhausted items. Since you are battling a GOO, you should not get multiple "real" upkeeps of collecting for retainers, etc. The game turn, which is still dictating that flow says that a real upkeep only happens during phase 1. This Phase 4 of the game turn. So you shouldn't repeat Phase 1 multiple times while the other players sit and watch.
I guess my only question would be if you roll for Curses / Blessings as it has a direct impact on the battle. So yes, this needs to be clarified. And another one marked up with the godd intentioned but poorly executed CotDP expansion.

Re: Pentagram of Blood
See above: when TE fails, all the monsters there are now considered on the board. But what happens if the PoB is at the MU streets location?
Ah. I did misunderstand the question. Monster placement rules always apply when the monsters are placed on the board (with the exception of the Spawn monsters). So in the first case, if Fire vampires can't enter the game, they go back tot he cup. Just like the City and Outskirt limits must be applied as well. Can the game be played with 6? yes it can, the rules say so!
Second situation is a bit trickier. But I thinkt he same concept applies. The ward (or whatever we were talking about) prevents a monseter from moving there. Once the TE fails, the monsters go the streets. If they can't go there, then I say they stay on the card. The card gets discarded, so should the monsters.

Agreed, this is one that could be interpreted different ways. But to me, the rule of thumb is follow the directions.
Yes, there is another rule of thumb that we use in making our own decisions here too, and that is "always screw the investigators as much as possible, within reasonable terms". Its widely practised on these boards. Hence, we here deem the Glaaki/Melle question a no brainer, as repeating the attack leaves no hope for many games and seems obviously wrong in context of rules we have (on every GOO card where the attack repeats, it states "each investigator"). However, the question of whether you can seal in these encounters is less clear to us, as screwing us in that case isnt such an extreme game breaker and seems in the spirit of other rulings. However I personally can see both points and would like a ruling.
Again, hard to argue with the rules on page 5:
"After the mythos card has been completely resolved, the
first turn begins, starting with the first player.
Excellent point, to my mind this is an official answer, we can forget this one then. Bravo!
Thanks for the link to the SG thread. Summoning Glass is the correct name, Glass from Leng is the CoC ccg card name for the same image. My confusion. Interesting query on Tsathogghua there, but in that case Id have to say, the GOOs power trumps my tiny exhibit item.

Well, from the rulebook
Before the final battle begins, discard any active
Environment or Rumor cards. Additionally, once the
final battle begins, investigators should no longer collect
money or roll for Retainers or Bank Loans.
Although you're fighting an Ancient One, it's not really the final battle, so I'm not sure how much this applies, and it wouldn't really make sense to discard the environment/rumor because one investigator is going through hell in R'yleh (Although how is that different from normal? ) But it does seem pretty clear on the Retainer/Bank Loan issue.

The point of discarding the Retainer and/or Bank Loans is because it is a waste of time. You don't need the money anymore and no one is going to interrupt you battle with the ancient one to collect on the loan. Loan officers may be bastards, but they are no lawyers - they are happy for you to fight the GOO. (And I am the son of loan officer, so I guess I can say that! - sorry dad!)
Anyway, I don't think you would or should discard loans, retainers, etc. if you encounter the GOO.
