Do you mean to cancel it entirely, or to keep it at 9 instead of 10?

either or. If it counts as one increase, his ability would stop it completely. If it should only reduce the increase by 1, then it would stop the terror track at 9. If the Terrible Experiment sets the terror track instead of increasing it, then he couldn't use his ability at all.
Also, if he prevents the monster limit from becoming removed due to the terror track, do players choose which monsters go into the outskirts and which enter play?
