They did. It's quite obvious if you understand the meaning of 'inherent(ly)' and how it's used in the sentence. Perhaps they failed to dumb it down and make it explicit to those that fail at vocabulary, but that's not really a problem with the language used so much as the ability of some of the readers.

I think the easiest way to handle it would be to just treat Lathe-wrought Armour as its own entry with Near Unique Avaliability. This gives a suit a -50 Acquisition Modifier (based upon not modifying for Scale for Near Unique and Unique items). This is equivalent to outfitting an entire Division (2,000-5,000 suits) with Common Craftsmanship Power Armour or a Platoon (10-30 suits) with Best Craftsmanship Power Armour. That's pretty damn impressive, and there's no good reason that a single suit of Lathe-wrought Armour needs to be any harder to get ahold of than that.

For in book proof, look to the Inquisitor's Handbook for the lathe-wrought blade UPGRADE, it is a way of MAKING a blade into best quality weapon, cheap for some, very expensive for most. It says nothing about the quality of the weapon going in, the same with Lathe Wrought Armor. Though it may be from a different system, it concerns the lathe worlds forging/reforging an item to be of better than best quality due to the unique properties, it replaces best quality on a normal item, by giving it a new and improved best quality.
Second, RAI, if it was meant for you to use both, it would be impossible to get one. At that point, why even have it in the book? Think about the logic from that end as well. When you see the previous incarnation of a lathe upgrade and then the intent of the creators (a rare and hard to get upgrade, but, ultimately, obtainable by most players), I hope you can see the answer

Power armor is a godsend compared to vlak vests and xeno mesh. Compared to what a rogue trader ought to have, it's a bunch of penalties, +20 strength (so only useful if you're melee) in exchange for a whole extra point of armor. A well decked out stormtrooper will be faster, quieter, bite just as hard, and have a measly 1 AP less.
Power armor is useful, but never underestimate getting hit by 1 more shot 50% of the time on semi auto, and 100% of the time on full auto.
Don't worry too much about balancing for it; if you can't hurt a target in power armor, you couldn't hurt one in most other armors as well.

What about light Power armor? Many players I know prefer it for being like a more powerful carapace, with a bonus to Str and same size class and the +1 AP to base carapace, the +20 Str, +2 AP and +10 to hit of normal power armor don't seem to be worth it in comparison. That said, a vac sealed carapace is a damn solid choice
