Voting for Baron

I am hoping to find a little clarification.
When casting votes for an Agenda that states 'Baron', how do you choose the Baron? Do you just cast your votes and say who you want to have the office, charge, etc? As it stands, I have a house rule that when a Baron is to be voted on, we draw Fate until we have two random Barons who are both present at the Assembly.
Does this seem a little much? I am trying to avoid actual bloodshed this weekend.

Hello :)
You should start voting normaly.
But instead a "yes/ no" You just say the barons name.
