Game Startup = a phase?

Does abilities that takes place in "Any Phase" (like Monterey Jack's ability, for example) kicks in during Game Startup or not?

If yes, is there an official ruling that anyone can link to here, because I couldn't find any.

 Abilities that affect drawing cards from the card decks, such as Monterey Jack’s Archaeology ability, do work when drawing random possessions at the start of the game.

However, as far as I know, this does not apply to abilities that are once per turn (like Jaqueline's or Leo's abilities).

I am not 100% certain it was in the rules or FAQ.  However it was officially answered at one point.  Investigator special abilities can be used during setup.
