I was wondering if there was a banned restricted list for tournament play? If so, what is it? Thanks!

Its important to note that the Restricted List for CoC works very differently from most other card games. Easy to overlook if you've played other games but are new to CoC.
What's the difference?
The cards on the Restricted List aren't limited to the number of copies you can play in a deck, which is what "restricted" has typically meant in most games. Instead, you just can't have more than 1 card from the list in your deck, ie; you can play the full 3 copies of Diseased Sewer Rats, but you won't be able to use any amount of Things From the Ground or Descendent of Eibon.
