4 Player game strategies question.

In a 4 player game of Twilight Imperium without the expansion. The rules say that everyone picks 2 strategies. I had initiative last turn, so I picked first, and went for Imperial. We went around to the 4th person, who picked twice and came back to me. All that is left is Initiative now. Do I get to pick it because I was forced into it? Do I only get one strategy this turn?
