Just to make sure, you never pay twice for a tallent that you have to move back through to go down a level, right?
For example: Say on the Bounty Hunter Talent Tree, I choose to buy Precise Aim (2nd row, 2nd collum) and then go to Jump Up and Jury Rigged. But then what if I want to go to Point Blank? I don't have to spend xp to go back through "Jump up" and "Precise Aim," right?

The short answer is "no", but it doesn't exactly work like that.
You're not really moving along the talent tree like this.
The rule is, you can purchase any Talent as long as it is at the top of the Tree, or if it is connected to a Talent you have already purchased. It's as simple as that :)
If a Talent appears multiple times in a Tree, however, you can take it again, and it upgrades the Talent to the next level, as indicated by its description.
