If I want to use the text on an icebreaker that would allow me to break a subroutine, for example, does that specific icebreaker have to also meet the ice's strength, or can any other installed icebreaker fulfill that requirement?

If you want an icebreaker to interact with a piece of ice, that icebreaker has to match the strength of the ice you wish to interact with.
