I was hoping the Operator would have a better option to be a radio operator, rather than the RTO be a comrade for the Sergeant. I don't really like the fact that a comrade with a radio give the Sergeant more control over the squad, a dedicated radio operator is equiped with a radio that allows communication with other units.

The Weapon Specialist with Tech Use and a high Navigation (Surface) could be just that.

Strap a Voxcaster on the back of any Guardsmen (with a knack for techie stuff)- and you will have a Radio Operator.
In the end, I don`t think - especially in a long running campaign - that the operator will have the option to stay in a vehicle all the time. So him being the "vox"-guy seems to me a good back-up solution. Also, as of now, the Squad will lose men fast, so consolidating roles or step in as back-up for certain roles will be a common sight, I reckon.
