I noticed Astroscript Pilot Program has the following text.
Hosted agenda counter: Place 1 advancement token on a card that can be advanced
Does this mean an agenda can be advanced with this counter at any time, or does this mean, spend a click and instead of paying the usual bit, you may use this counter?

It means that at any time you can do special actions, you can advance a card for free.
"I can see clearly now my brain is gone, I can see all viruses in my way."
No click required. It's an 'any time' action.
Just in case anyone saw that card and started wondering, like I did, if one could break this card by using the abilities before scoring them, the answer is no. Just like in the original ruleset.
"Active: an active card's abilities affect the game and can be triggered." (p. 5)
"agendas cannot be rezzed and are only active while in a score area" (p. 8)
So it's good, but not that good.
You can, however, advertise the NEXT version of the card… so it feeds itself pretty well.
NBN seems to be all about knowing who the Runner is and REALLY FAST AGENDA.

What do you mean by "special actions" in this thread?

Special actions basically means whenever you can rez a card. Page 32 of the rulebook has a very good detailed walkthrough of when you can do stuff.

Presumably, with the tagging comes some bagging. The best way to get explosive footage is to set of the charges yourself, right?

Sure, but then we see other cards like Psychographics which uses the number of tags on a Runner as an upper limit on the number of instant Advancement counters you can transfer to an Advancable card. Five tags on a runner playing NBN and the Corp can install an Agenda, play Psychographics and advance to completion that Agenda with no possible response from the Runner.
As I see it, tags aren't just for bagging any more, they can be used to accelerate an Agenda much faster then the Runner can get to it. If you know where they are and what they can be doing their work 'somewhere else'.
That said. Exploding Housing Complexes always makes for good news.
I'm sure NBN has some influence with Weyland.
