From what I can tell after seeing these in person at the FFG Event Center and having quite a few years of miniature wargames under my belt, I would guess these are pretty close to 28mm scale.
If you are used to GW miniature proportions, then you may be thrown off a bit since these are scaled and proportioned much more realistically.
