Resource generating characters

I understand those kind of characters (Tarkin, Motti, Emperor's Advisor) generate resocurces that match whit his/her affiliation/s, right?

Note that some of the units (R2-D2, for instance) are neutral units even though they're not in a neutral set and will therefore not provide resource match for anything.
