lets forget for a moment, the idea of adapting this game for it to be P vs P, and accept that we're stuck with Co-op. Simple Question:
If FFG announced a mirror game where players co-operate as the Empire to crush game-controlled Rebels, which would you buy?

Empire.
Not going to buy this. Was excited at first, then I read it forced you to play the Rebels (or space terrorists! ;) )
So... thanks but no thanks.
Initially I'd probably play as the Rebels. It always feels more honest that but. Eventually though I would have the imps as well. I always love the bad guys :)
Just roll the Dice
Playing as Empire would make a terrible co-op. The only way I could see making it challenging would be if they added a realistic aiming system where all your stormtroopers had to roll a 1 on a 20-sided die to hit.
#1 signature in the world.
I would play Empire. Don't like the rebels. Which makes it almost certain that I won't have much interest in this game.
Rebels. I buy Star Wars games for the 'film experience'.
Why… are these boards… so… slooooooow?
First of all, I reject the notion that I am "stuck" with co-op, since I wouldn't be interested in this at all if it were PvP (AGAIN). Been there, done that.
Second...all the players would team up as the Empire against whom? The ragged band of freedom fighters who spent MOST of the trilogy hiding? So every player puts out their own Star Destroyer, fleets of TIE Fighters, battalions of Troopers...and the "evil" Encounter deck puts out...what? A squadron of X-Wings, a Medical Frigate, and a tribe of Ewoks? If there's going to be any kind of actual CHALLENGE here, the "evil" Light Side would have to put out massive amounts of firepower...and now it's not Star Wars.
Finally, I've played with a lot of "Dark Side" Players over the years, and the one thing they aren't is cooperative. They don't want to SHARE glory; they want it all for themselves, by their deck, by their hands. The power of the Dark Side is absolute, and the galaxy will be theirs and theirs alone. An Empire Co-op would be doomed to solitaire.
I think I'll trust FFG just this one time, and vote Rebels.

Here, Here.
Just roll the Dice
Empire, Hutts, Separatists or any other Dark Side they decide to do would be who I want to play as.

I don't see why bounty hunters couldn't be in a rebel deck. Everyone sees them as the bad guys but they're just working for the highest bidder. Or whoever happens to have hired there services. The Rebellion was not beyond commissioning their services from time to time.
Just roll the Dice
I'd play rebels. I always lean towards the light side, and I think the way this game is set-up sounds fun.

I agree that the original trilogy would have this effect. Now I'm going prove how little I know about the EU. Isn't there a time when the sith are the underdog, and they're plotting ways to gain power? There could be a game based in the prequel trilogy where you are using your resources to undermine the senate without them realizing.

Ooooo...Star Wars Prequel Diplomacy. That isn't a bad idea. But I would bet that a game of Embargoes and Gungan Attacks is NOT what the Dark-Siders railing against this co-op want to play.

Same answer, and for the same reason.
"Truth has power. And if we all gravitate toward similar ideas, maybe we do so because those ideas are true…written deep within us. And when we hear the truth, even if we don't understand it, we feel that truth resonate within us…vibrating with our unconscious wisdom. Perhaps the truth is not learned by us, but rather, the truth is re-called…re-membered…re-cognized…as that which is already inside us." Peter Solomon, The Lost Symbol
Rebels. I don't think co-op gameplay fits the Empire thematically. As has been said, the Empire isn't struggling against impossible odds to defeat the Rebellion. Co-op works best when the odds are against you, and the odds are against a moisture farmer with silly hair.
Now, if FFG wanted to make a game taking place in another era, that'd be a different story. There's a lot of room elsewhere in the timeline for the "bad guys" to be the underdog.
