However, Can you verify that Monday, September 24 is a "hard" street date -- stores cannot release product prior to that date, or are they able to release the game as soon as the retailer has product available for sale?

I emailed FFG to see if they would confirm this date. Here is what they said:
Thank you for your excitement for X-Wing. This game should hit stores mid- to late-September. We will also be selling this game on our website at the same time.
So, since FFG finally confirmed at least the moth of release, I'm guessing it is officially "off the boat" and they will hopefully start "shipping now." Very good news!

They can sell early but FFG doesn't ship too much earlier than the street date.
