What are the legal spaces in to which a Ship may be mustered in Winterfell?
The Winterfell port
The Bay of Ice

The following areas you can muster a ship in the Winterfell area:
The Shivering Sea
The Bay of Ice
The Winterfell Port
You can only muster a ship in the first two if there are no enemy ships present.

Just to be clear then:
A ship can be mustered to all three spaces but can only Raid or Support the Bay of Ice?

A ship mustered in the Bay of Ice still acts as a normal ship so it can still march (sail) and pose a threat for Greyjoy.
