In the Roadblock mission, if the players choose to unlock level 2 when a COG soldier reaches the exit area of the last tile of level 1 and then later in the game every COG soldier reaches the exit area of the last tile of level 2 (and no COG soldier is bleeding out), is then the game over? In other words: Level 3 does not come into play. Is that correct or do I miss something?

Yes, you have lvl 2 and lvl 3, but only unlock and have to get to the end of one of them (whichever you unlock). Two different levels just give a choice as to which one the players want to tackle (lvl 2 being the easier one IMO, can have LOS blocks from walls).
