Issue regarding Heavy Raiders

I bought this game about week ago and ran a game by myself to demo it out and had concern with if I was playing correctly, now my question is this When the heavy raiders come on to the board is it suppose to take quite some time to get them on the field? I read through the rules a second and third time and as far a I can tell I'm playing correctly if I'm not can someone explain to me what I'm doing wrong

If by "get on the Field," you mean board Galactica, yes. That usually does take some doing. Heavy Raiders are really not a very credible threat during most games using only the base set. (On the other hand, Cylon Fleet Board makes Heavy Raiders extremely scary.) Hope this answers your question!
