Sorry if this has been answered already/obvious/in the rules/etc.. When playing less than four players, how do you determine which Neutral Cities are chosen for the setup- is it random or determined by the scenario?

Since the rules don't specify, I have been playing it random selection.

It's random choice of the available ones, helps to vary things a bit as the cities are each different in their own way.
