Noob question about deck construction for tourney level

My friend and I are going to begin playing GoT LCG.

 

To be competitive, will we need to buy duplicate chapter packs that contain the more powerful cards (example, multiple wolves of the north chapter pack)  or will one chapter pack per block be enough to fill out tourney-level decks (aka a single chapter pack from every block).  We will both play different houses so we don't need to overlap our cards there.

We are both competitive magic the gathering players and are use to tourney level play.  We hope to get a play-group going in Boise.

 The way they're reprinting everything, I would just buy the later packs that have 3 copies of every card. They are reprinting a Time of Ravens soon, and if you are going to be competitive, you absolutely need that.
