Can a player with Democracy attack another player's Capital?Democracy states that you can not attack cities.Is the Capital a city?

Yes. Why wouldn't?
Check the rules for nukes it says cities other than capital (or something like that).

You cannot use your armies to attack any city while you are a Democracy. The only exception is being able to nuke someone's non-capital city.
Don't argue with idiots. They'll drag you down to their level and beat you with experience.
