Are the boats on both sides of the tiles in Operation Cyclone?

As in, are the sides that have the boats all on the same 3 tiles, or is it 6 land tiles all with boats on the back?

3 tiles have landing craft one one side and submarine section on the other.

Thanks for the info - was hoping it was the other way, though - whould be nice to have the option of sub-and-boats or 6 more land tiles.
