in order to play seductive promiss do i need to win with a difference of 4 total strength in a power challenge or do i just need to attack and win with a minimum total str of 4?

You need to win BY 4 or more, which is to say you need to exceed your opponent's total defending strength by at least 4.

If the restriction is about the strength you count in the challenge, the card will say so. Read Make an Example: "After you win a challenge and count 8 or more total STR […]"
