So, the grand opening starts at 4 PM on Saturday, but the normal hours on Sat start at 10 AM. Is the center opening late that day, or will it open earlier for normal use and just have a special ceremony-type thing at 4?

It will not open until 4pm. It will have normal hours after that day!
