Do designers use any custom design/sim tools to model the game?

I was wondering if enterprises like FF use special software tools to model the games they design, build, and grow?

Such a model would be very interesting in itself to build, and I imagine such a thing could be crucial for quantifying "balance" and catching potential new elements that might break the game.

I know that CGE is doing Monte Carlo simulations for their games. Their main author was/is software developer and if I remember right he wrote te his own tools for doing game runs.
But I dont think FFG does them and I dont know any software for it.
