Can anyone tell me what this means?
Every game includes this picture. Some have different numbers. I understand that it's for the card sleeves and different colors represent different sizes. But what do the numbers mean, and how does this help me?
I once thought it could be a rewards thing, but I just think that was wishful thinking.

It means you need 4 packs of green sleeves - the number is the number of packs you will need for this game or expansion.
