GenCon Legal Cards

This isn't really a rules question, so I hope no one is mad I posted this here. One of our playgroup friends from Calgary is going to GenCon and he wants to play in the Invasion tournament. According to the tournament rules on the support page, Bloodquest cycle cards are legal one month after they are released. Does that mean that the Accursed Dead cards are going to be legal?
I guess from a totally cynical point of view I could ask "Is Arcane Power going to be legal?" If so, looks like we're gonna have ourselves a good-old-fashioned loop off!
