Is the support card 'Contested Stronghold' too good? It seems like it can be a game breaker to me. Dropping a second one into a capital section with one and lots of developments just seems amazing.

Contested Stronghold
NEUTRAL Support Cost 4
Building. Limited (you cannot play more than one limited card per turn).
This support gains [One Power] for each of your developments in this zone.

Well, at least it's not a Unit. You can't use the power to attack so...
Also it costs 4 and doesn't offer any loyalty bonus. Developments cost you whole cards, which could have been big units or other effects.
You'll spend 4, usually a full turn worth of resources, just to get a little bonus a turn later - it costs you quite some tempo.
Once it's up and running, it'll get quite effecient in the long term, but 'too good' it's not. There are a lot of downsides compared to play most units...

Combine with City Gates and Pistoliers or (even better) Johannes Broheim. I pulled 18 resources, 10 cards, and attacked for <obscene #> on my first play through where this combo landed.

Ah! My mistake. I forgot to list the card that makes the combo work and really is the star - Shrine to Taal.
Contested Stronghold isn't even really part of the combo. Sure, it also benefits from all the developments you're going to be throwing out. I wonder what I was thinking earlier...

Moving on... Two developments per turn channeled through the shrine to buff up Pistoliers or Johannes in the Kingdom. Collect resources and move your buffed up unit to Quest. Draw cards and move your buffed up unit to the Battlefield. It got ugly fast.

BTW the combo is still good, I also play it. It's good, but not overpowered.

City Gates has a Forced text that drops a development at the start of your turn.
