Broken Line of Kings

My son and I just played a game and came across the following situation:

Sauron had 'A Broken Line of Kings' in play affecting Minas Tirith. Ambushed in Minas Morgul, Eometh was defeated. The nearest HAVEN is Minas Tirith. Moved to Minas Tirith where he cannot heal/rest (while the plot is active) can Eometh still pay favours to remove the plot (even if he cannot recover)? Does he become an 'unconscious' prisoner there until another hero can remove the plot and restore Minas Tirith to full functioning as a haven? OR does Minas Tirith no longer count as a haven (until the plot marker is removed) which would mean Eometh would be moved to Edoras to heal and recover instead?

If he is a prisoner of Sauron with no other heroes in play (in a 2 player game) will he remain so until the finale?

Note that while you cannot rest/heal in a Haven affected by ABLoK, after a defeat, you recover, which while effectively the same mechanics as healing, uses a different keyword, specifically to get around the rest/heal limitation of the Plot.  So during his next Explore Step, Eometh, if he still has 4+ Favor (remember, you lose 1 Favor or an Item for getting defeated) could pay to remove the Plot as normal.
