not quite sure of the name of the shadow card value 8 (They are terrible? With images of dragons and wraiths flying them?). Can it bring back a dead Minion ?

Yes. English version says "or one that has been defeated". Sauron with the "Ringwraiths of 6 influence in the Shire" Mission will want this card, bad.

another shadow cards surprises me... Tempest of Mordor (?) 4 shadows to use and is played during Sauron's action phase??? which means the heroes get their cards just after? What's the use of this card???

This is a good card to use if the heroes have been saving up their cards for an assault on a minion or location and/or if one or more heroes has several corruption cards.
