Sauron’s Agents

We played for the first time at the weekend – really enjoyed it. One issue we had was that we couldn’t work out exactly what was intended by the term ‘Agent’. It appears on a Shadow Card & on a Hero Starting Quest Card (I think). The creatures who fight for Sauron are referred to as ‘Minions’ or ‘Monsters’ everywhere else as far as we could tell.
All help much appreciated.
