I don't know though, it appears that there are several figures for Sauron to have. There's the Mouth and the Ring Wraith...at least...would you say Sauron only controls one of them? or gets to control all of the Sauron figures?

The impression I get is that he controlls all of them and will play them out at different times in different places depending on whats going on in game
