Designing new character and command cards

Hi,
I read below about a small program suitable for designing new character and command cards for Mutant Chronicles. Has anyone used it? Is it good? Can it be downloaded from an English website?

I have found Magic Set Editor 2 but cant find any Mutant Chronicles templates. Any advice where to look?

I am not using any card editor, or template editor or icon editor just scanner, pictures from net and photoshop or corel :) it was sometimes very difficult to create a card and take from old one, any icons but I like it :)
